The focus of this masterplan was on the sensitive rehabilitation of the lands immediately adjacent to the grounds of the Victoria Parliament Buildings. Rezoning was facilitated by an extensive public review process with the goal being to build on the existing street character of the neighbouring James Bay Community, preserving and augmenting existing views, pedestrian routes, neighbourhood character, and streetscapes.

The plan was far reaching and addressed a broad range of land use and building form, including new and consolidated government office space, public archival facilities, and housing, all arranged around extensively landscaped public spaces.
